Create A role for User to Add a CD or DVD Drive to a Virtual Machine in the vSphere Client 

1. Log in to the VirtualCenter Server through VMware Infrastructure  Client as Administrator or as a user with full Administrator privileges. select your ISO Data Store and Add Permissions Select Your User 

Select Your Data Store and Give Permissions

Now Open Your Role location edit your role if you have you can select checks as pr below image .

Now your User can add CD DVD form ISO Data Store .
